De Klerk announced a program of radical change in a dramatic address to Parliament on February 2, 1990; nine days later, on February 11, Mandela was released from prison. During the next year, parliament repealed the basic apartheid laws, lifted the state of emergency, freed many political prisoners, and allowed exiles to return to South Africa.
